How it's funded. Maryland Medicaid covers medically necessary occupational therapy for children, and state-regulated insurance plans cover it under the habilitative-services provisions of Maryland's mandate. For children under 3, OT is available free through the Baltimore Infants and Toddlers Program, and for school-age children, OT can be part of an IEP when it affects educational access (school-based OT focuses on educational participation, which is narrower than clinic-based OT).
