Minnesota's autism services system has some genuinely strong elements — most notably EIDBI (Early Intensive Developmental and Behavioral Intervention), a robust Medicaid autism benefit that covers a range of evidence-based therapies, not just one. Minnesota was an early "birth mandate" state for special education, has no funding-slot waiting list for its disability waivers, and hosts major diagnostic anchors including the University of Minnesota, Fraser, Children's Minnesota, Gillette Children's, and Mayo Clinic in Rochester.
Minnesota also faces real challenges — long diagnostic wait times, workforce shortages that leave services thin in greater Minnesota, and a disability-services system that is in the middle of a multi-year restructuring.
