Oregon's autism services system has structural strengths most states lack: the K Plan (Community First Choice) delivers in-home supports to all eligible children and adults with no waiting list; early intervention runs seamlessly from birth to age five through the education system (most states cut over at three); and the SB 365 insurance mandate treats its coverage standards as floors, not caps. The challenges are the familiar Western ones — provider capacity concentrated in Portland, long waits for diagnosis, and thin coverage east of the Cascades.
