ABA Therapy in Kahului, Hawaii
Applied Behavior Analysis (ABA) is one of the most commonly funded autism therapies in Hawaii — but "commonly funded" does not mean "one-size-fits-all." If you are a parent in Kahului weighing ABA, you deserve a clear-eyed picture: what it is, who pays for it, and how to tell a thoughtful provider from a rote one.
This page tries to give you that picture without hype. ABA can look very different depending on the person delivering it. A good provider on Maui will build a program around your child's goals, honor communication in all its forms — including AAC and stimming — and treat you as a partner, not a bystander.
A few things worth naming up front:
- Maui is a neighbor island, and Hawaii's ABA capacity is concentrated on Oahu. On Maui, Imua Autism Services in Kahului offers ABA for young children, and some agencies serve the island in person or by telehealth.
- Many Maui families use telehealth supervision or travel inter-island to Honolulu for parts of a program.
- The provider matters more than the label. "ABA" tells you the funding category, not the quality of care.

ABA Therapy in Kahului specifically
In Kahului, ABA exists locally but on a small scale — Maui's on-island capacity is limited compared to Oahu. Imua Autism Services, part of Imua Family Services in Kahului, provides ABA for young children (up to about age six), and a handful of agencies serve Maui either with local staff or through BCBA supervision and caregiver coaching by telehealth. That is the honest shape of it: some real local options, but fewer than a family on Oahu would find, and often with waitlists.
How funding works here shapes what you'll find:
- Luke's Law — Hawaii's 2015 autism insurance mandate, Act 235 (in force for plans issued after January 1, 2016) — requires state-regulated health plans to cover autism diagnosis and treatment, including ABA. Be aware of the fine print: as originally written it focused on children under 14 and carried an annual benefit limit (historically around $25,000/year for behavioral treatment). Hawaii complies with federal mental health parity, which affects enforcement of those caps, and self-funded ERISA employer plans are exempt.
- Med-QUEST (QUEST Integration) — Hawaii Medicaid — covers ABA as Intensive Behavioral Therapy for children under 21. Health plans are directed not to limit access to ABA, and the EPSDT entitlement for under-21 is often broader than the original Luke's Law mandate.
Maui's neighbor-island reality is central here. When local ABA is full or not a fit, families travel inter-island to Honolulu for intensive services, or work with Oahu-based BCBAs who supervise remotely and coach caregivers by video. Telehealth doesn't replace in-person work, but it genuinely narrows the gap. Note too that the August 2023 Lahaina wildfire disrupted services in West Maui, and some families are still rebuilding routines.
Because Hawaii runs a single statewide school district — the Hawaii Department of Education (HIDOE) — school-based supports are governed by uniform policy across islands, though the availability of specialists still varies school to school. HIDOE provides educationally necessary ABA under IDEA to eligible students.
