Roughly 500 of Washington's 140,000 special education students attend a nonpublic agency placement - about one in every 280. That is the honest scale of private special education here. Vancouver is served by two large districts, Evergreen and Vancouver Public Schools, and Washington offers no voucher or ESA. The IEP is the whole lever.
